The billions of oil qu'engrange Iraq should promote peace, assured Monday in Baghdad, the Iraqi Ministry of Finance, Bayan Baker Solagh Jabr, drawing foreign investors to return to his country.
"To me, money is a key to peace is the main key", said the minister in an interview with AFP, while revenues from the Iraqi state have been multiplied by four since the collapse of the former regime in 2003.
According to information provided by Mr. Solagh, Iraq will have in 2008, more than 75 billion dollars to cover its running costs and finance development projects. "We have never had so much money since 2003," he admitted.
"When people are without resources and they are unemployed, Al-Qaeda and former bass can donate money to act for them", said the minister, who is a member of the Supreme Islamic Council Iraq (CSII).
"Creating jobs and rebuild the economy will bring peace to Iraq," he assured. There are no official figures for unemployment in Iraq, which has 26 million inhabitants, but it could reach more than half the active population.
The Minister announced that in addition to the general budget and an additional finance law, the government had decided to establish a strategic fund intended to finance priority projects.
The budget for 2008 is 48.3 billion dollars, and revenues were acquired in six months. An additional budget of 21 billion has been decided in early July, to finance operations in the oil, electricity, security, utilities and housing.
"We also want to unblock a special fund for strategic projects. And we created Sunday (July 13) a ministerial committee which will allocate five to ten billion dollars to these projects," said the minister.
"I appeal to the French, Europeans and Americans to participate in these projects," said Solagh.
These funds are intended to build refineries, highways, inland railway between ten and 15 ultra-modern hospitals, ports and acquire aircraft, "said the minister.
Eighty thirteen% of income from Iraq from oil and budgetary calculations for 2008 were conducted with a barrel to 57 dollars, then he reached this week more than 140 dollars.

In the immediate future the Iraqi government has used its new wealth to its rain largesse of the 18 Iraqi provinces, the allocation to each of them 100 to $ 150 million for emergency programmes.
The minister explained that the money was intended to meet the needs of populations after the various security operations in the south to Baghdad and north of the Iraqi capital.
"These funds are to help people and show them that there is something in addition to security," insisted M. Solagh.
He also assured that the government was mobilized to combat corruption and that public contracts be awarded to full transparency.
